La clave: no todo se traduce igual
En español usamos “felicidades” para cumpleaños, logros y buenas noticias. En inglés se separa más: Happy birthday para cumpleaños, Congratulations para logros y I’m happy for you cuando quieres sonar cercano.

La estructura habitual es congratulations on + sustantivo o -ing: Congratulations on passing the exam. Para desear suerte antes de un evento, usa Good luck, no Congratulations.
Estructuras con “congratulations” y “congratulate”
Congratulations es la exclamación o el sustantivo que aparece en el mensaje: Congratulations on your promotion. Congratulate es el verbo y necesita una persona: We congratulated Maya on her promotion.

Cómo completar un mensaje de felicitación
Una felicitación suele sonar más personal cuando indicas el motivo. Usa Congratulations on + sustantivo o verbo en -ing: Congratulations on your promotion y Congratulations on completing the course. Con el verbo, la estructura habitual es congratulate someone on something: Everyone congratulated Maya on her achievement.
Después puedes añadir un comentario específico o un buen deseo: You worked hard for this, It’s well deserved o Wishing you every success in your new role. Para cumpleaños y festividades se prefieren fórmulas con Happy, como Happy birthday y Happy New Year. En una boda, Congratulations to you both felicita a la pareja y Best wishes for your future together añade un deseo.

Con “congratulations” suele usarse “on”.
Celebrar un logro o expresar un buen deseo
Congratulations mira a algo que ya ocurrió: un ascenso, una graduación, una boda o un premio. Good luck y best wishes miran al futuro. Por eso se dice Good luck with your exam antes del examen y Congratulations on passing the exam después.
